Berlin: Access to services without prior appointment
In the capital’s Citizens’ Offices (Bürgeramt), the range of services available without a prior appointment (“Termin”) has been expanded.
This innovation is part of an overall integrated concept developed by the Berlin Senate and the district administrative authorities, aimed at improving the “customer service” provided to residents of the metropolis. At the same time, this unified service system offers both the option to book an appointment at the Bürgeramt in advance and the possibility of receiving assistance without one.
From now on, Berlin residents can visit administrative offices without an appointment for the following matters:

collection of passports, ID cards or driver’s licences

issuance of a registration certificate (Meldebescheinigung)

issuance of a certificate of good conduct (Führungszeugnis)

updating address information in vehicle registration documents

obtaining extracts from the Central Business Register (GZR) administered by the Federal Office of Justice
-
activation of the online identification function in the ID card or changing its PIN
If an inquiry cannot be processed immediately, the visitor will be offered the next available appointment. Citizens who prefer walk-in service should take into account possible waiting times.
At the same time, Berliners still retain the option to visit any Citizens’ Office without an appointment in emergency situations — such as the urgent need to obtain documents for an immediate trip or replacement of lost documents.
Regardless of the mentioned “innovation,” the online appointment booking portal remains available for all services offered by the Berlin citizens’ offices. In parallel, the range of digital services continues to expand.
More than 400 online services are already available on Berlin’s official service portal.
