New waste disposal fines in Berlin – up to €100,000

The Berlin Senate (Senat von Berlin) has received approval from the Council of Mayors of Berlin’s districts (Rat der Bürgermeister, RdB) regarding the previously submitted updated list of fines for the unauthorized disposal of waste in the city. This includes several amendments and additions proposed directly by the RdB, expanding the “range” of fines and increasing their amounts.

In some cases, the maximum fines have been raised significantly — even for relatively minor violations.

SPECIFICALLY:

  • The fine for illegally disposing of glass bottles or metal waste is now 250 to 800 euros (previously from 75 euros). Discarded cigarette packs, paper, napkins or food packaging are now fined 30 to 100 euros.

  • Illegal disposal of mattresses, suitcases, strollers and similar items now results in fines of 300 to 1500 euros. For bulky objects such as bathtubs or bed frames, fines range from 1500 to 4000 euros. In cases of large quantities of waste, fines can reach up to 11,000 euros.

  • Improper disposal of electrical appliances and bulky waste containing hazardous substances is subject to fines from 1000 to 15,000 euros.

    This includes mobile phones, boilers, radios, kitchen processors, televisions, monitors, washing machines, radiators, microwaves, refrigerators, air conditioners and fluorescent lamps.

  • The fine for discarding plastic bags, disposable cups, drink cartons or chewing gum is 55 to 500 euros. For large quantities, up to 5000 euros.

  • Each discarded cigarette butt can cause environmental damage: they do not dissolve in water and can remain in soil for years. Filters made of cellulose acetate decompose extremely slowly and can alter natural landscapes.

    Now, throwing away cigarette butts is punished with fines ranging from 250 to 3000 euros (previously 80–120 euros). In some cases, an administrative fine of 55 euros may be issued. Law enforcement will determine the exact amount based on circumstances.

  • Transport: Fines have also increased significantly here. Illegally disposed bicycles now incur fines up to 600 euros. Abandoned mopeds up to 1600 euros, and old residential or commercial trailers up to 9000 euros. Illegal disposal of tyres now costs 700 euros per tyre (up to five). Larger quantities can result in fines of up to 20,000 euros.

  • Dog owners who fail to clean up after their pets must pay 100 to 350 euros. Those who do not carry the necessary bags during walks must pay 35 euros.

  • Fines for illegal disposal of paints, batteries or chemicals now range from 1200 to 100,000 euros (previously 40 to 25,000 euros). The same amounts apply to the unauthorized disposal of construction waste — depending on volume and potential danger.

  • The “tradition” of leaving boxes or containers with used items (“free”) at building entrances is to be discontinued, as this well-intentioned practice has grown into a widespread form of illegal waste dumping and no longer serves its original charitable purpose.

The main objective of these measures is to protect the environment in Berlin, reduce negative impacts on residents, and safeguard natural systems including waterways, soil and the atmosphere. Illegal dumping at unauthorized locations poses a serious threat to environmental safety and public health.
