Housing in Bremen: Pressure on the rental market is increasing

Pressure on Bremen’s rental housing market continues to grow. The city is officially among the German regions where the rent cap (Mietpreisbremse) is not only being maintained but is once again the subject of active political debate. The main reasons are persistently high demand for housing and a shortage of available apartments.

In November 2025, the Senate of the State of Bremen confirmed the extension of the rent cap until the end of 2029. Official statements emphasize that vacancy rates remain low and rents continue to rise in many districts despite existing regulations. The situation is particularly acute in central areas and neighborhoods with good infrastructure and transport connections.

According to state authorities, several factors are intensifying the pressure on the housing market, including population growth, an increasing number of students and workers moving to Bremen, and relatively slow residential construction. At the same time, many new housing projects are aimed at higher price segments, doing little to improve affordability for a broader population.

Politically, housing has become one of the key issues. Members of the governing coalition argue that the rent cap remains an important tool to protect tenants. The opposition counters that restrictions alone are insufficient and calls for faster construction, simplified approval procedures, and stronger public involvement in housing development.

Experts note that while extending the rent cap is unlikely to lower prices, it may help slow further increases. In the medium to long term, expanding the supply of housing remains the decisive factor in easing pressure on Bremen’s rental market.
